As more and more information regarding IDF's rihourous investigations of the 2007 war in Gaza is revealed in the interim reports by the IDF military advocacy, it appears more and more clearly that the majority of the civilian deaths and injuries did not happen as a result of war crimes.
At the moment, only two incidents are considered as war crimes, and one is still under further investigations.
It would appear that the majority of the casualties are a result of the nightmarish combination of war in a civilian area, a combination that Israel is bound to keep encountering again and again in the coming years. After all, as far as Terror organizations are concerned, civilian casualties - from either side - are an excellent tool in the promotion of their main objectives, and someimes it appears that the number of casualties - regardless of their group identity - is a target of its own for these organizations.
The meaning of this is simple: any democracy which may find itself in war against terror (and it appears as more democracies will join Israel in this unpleasant group as the century progresses), has to develop useful and effective war tactics that will reduce the impact of war on civilians to a minimum.
It is no longer just the moral necessity. Now it is the military logic. If the other side needs civilian casualties, then a necessary objective of the waging of the war is to deny him of that achievement.
As Israel has already began its public relations campaign, preceding what may - too soon - become the third lebansese war, one can only hope that the IDF has realized that the objective of the war is not just to display the complexity of the problem, but to find and use efficient methodologies of waging a war in urban territories, so civilians life will be spared.
It is clearly an immensly complicated target to achieve. But not being able to engage in a way which clearly aims at protecting civilians, will be identical to losing the war before it started.
ככל שיותר ויותר מידע בנוגע לחקירות המקיפות שצה"ל עורך בנוגע למלחמת עזה השניה ב-2007 נחשף בדוחות הביניים על ידי הפרקליטות הצבאית, הולך ומתברר שרוב האזרחים ההרוגים והפצועים ברצועת עזה לא נפגעו כתוצאה מפשעי מלחמה.
נכון לזמן הנוכחי, רק שני מקרים נחשבים כפשעי מלחמה, ואחד מהם עדיין בחקירה.
נראה שרוב הנפגעים הם תוצאה של השילוב האיום של לוחמה בשטח אזרחי, שילוב שישראל עתידה להמשיך ולהיתקל בו שוב ושוב בשנים הקרובות, שכן מבחינתם של ארגוני טרור, נפגעים אזרחיים - מכל צד - הם כלי מצויין לקידום מטרותיהם העיקריות, ודומה לא אחת שכמות הנפגעים - ללא קשר לזהותם - הם תכלית בפני עצמה עבור ארגונים אלה.
המשמעות של העניין היא פשוטה: כל דמוקרטיה שתמצא עצמה במלחמה כנגד הטרור (ונראה שיותר דמוקרטיות עתידות להצטרף לישראל בקבוצה הלא-נעימה הזו ככל שתתקדם המאה הנוכחית), חייבת לפתח טקטיקות לוחמה יעילות ואפקטיביות שיפחיתו את השפעת המלחמה על אזרחים למינימום.
כבר לא מדובר כאן רק בצו המוסרי. עכשיו זהו ההגיון הצבאי. אם הצד השני זקוק לאזרחים הרוגים, אז מטרה הכרחית בניהול המלחמה היא לשלול ממנו את ההישג הזה.
מאחר וישראל כבר החלה את קמפיין יחסי הציבור שלה, המקדים את מה - שבקרוב מדי - עלולה להפוך למלחמת לבנון השלישית, ניתן רק לקוות שצה"ל כבר הבין שמטרת המלחמה איננה רק להציג את מורכבות הבעיה , ולהגן באפקטיביות על האוכלוסיה הישראלית ממטר-אש של טילים קטלניים, אלא גם למצוא ולעשות שימוש במתודולוגיות יעילות של ניהול מלחמה באיזורים עירוניים, כך שהמקסימום מחיי האזרחים של הצד השני יישמר.
ברור שמדובר במטרה מורכבת-להדהים להשגה. אבל בהעדר יכולת לנהל מלחמה בתצורה שבבירור נועדה להגן על האזרחים שבשטח הלוחמה, מדובר בהפסד המלחמה לפני שהתחילה.
