אין שום הסבר לגל הטרור האחרון ?

אבי יששכרוף פרסם בואלה! עם כתבה מאוד מעניינת אבל גם קצת מוזרה בנושא הרציני והחשוב של גל הטרור האחרון, זה שמשום מה לא קוראים לו האינתיפאדה השלישית.

ב-75 הימים האחרונים השתתפו יותר מ-130 מחבלים בפיגועים או בניסיונות לפגוע. אם סופרים גם את הפיגועים שסוכלו בידי השב"כ ובידי הרשות הפלסטינית מגיעים לכ-200 עד 250 פלסטינים. ממוצע של 3 בני-אדם היוצאים מדי יום כדי לבצע פיגוע טרור.

יששכרוף קורא לזה " מספר דמיוני, הזוי ומסוכן."
יששכרוף סבור שהכיבוש אינו מסביר את הגל הזה
הוא סבור שגם ההסתה איננה מסבירה את הגל הזה.

קשה לי להבין את חוסר-ההבנה הזו.

הפרופיל הממוצע של של מבצעי-הפיגועים מגלה :
  • לא כולם נמנים על האיסלם הרדיקלי 
  • לרבים מהם היה הרבה מה להפסיד
  • רבים מהם תוקפים חיילים - ורק חיילים 
  • לא נמצא מי שמארגן אותם ושולח אותם 

מתי ראינו בפעם האחרונה את כל זה ?
שותפות לפעולות אלימות שחבריה באים מאידיאולוגיות שונות?
פעילות שנראית ספונטנית וללא תכנון מלמעלה ?
צעירים שיש להם מה להפסיד ובכל זאת יוצאים למעשי אלימות
שנראים נואשים ובמסגרתם תוקפים כל מה שמייצג עבורם את השלטון הזר  ?

אם אתם זוכרים את ההיסטוריה של מאבק היישוב היהודי לעצמאות.
אולי יהיה לכם דז'ה וו. לא זהה, אבל דומה.
זוכרים את ארץ ישראל בשנות ה-40, לפני כ"ט בנובמבר ?
זוכרים את תנועת המרי ?
את הצעירים שלנו, שהלכו להגנה, לאצ"ל וללח"י אבל פעלו יחד כנגד הכובש הזר ?
קוראים לזה מאבק לאומי.

בהחלט אפשר להגיד על האויבים שלנו שהם לא נחמדים,
שהם לא מוסריים,
שהם נוהגים בברבריות.
אבל אי אפשר להגיד שאין הסבר אחד להתנהלות שלהם.
יש הסבר.
זה מאבק בין לאומים
על ארץ ישראל
הצד השני נלחם נגדנו.

What would you do differently about the middle east, standing in Obama's shoes ?

I found myself discussing The U.S policy in the middle east, facing another of those who think Obama doesn't understand the current reality. I thought differently. Maybe I can persude you too.

Put yourself in Obama's shoes for a minute.

The United states has long term interests in the middle east. It might also be that the U.S still holds noble notions regarding the area. It might even be that the U.S still percieves itself as one of the few nations that truly has to fill a certain "moral role" in international relations.

But Obama's administration has a strategic problem - it can't send serious ground forces to the middle east. The U.S hands are tied in every aspect imaginable - military, financial and political.

The violent Balkanization of many areas of the middle east, and the rise of extreme islamist powers all over the place can only be stopped by the deployment of significant ground forces. Iraq and Syria are two closely tied arenas. Do you see any nation capable of building, training, arming and commanding significant ground forces other than Iran? Furthermore, Iran has a stronger interest than the U.S itself to stop Daesh.

If Iran fails in stopping Daesh, the next domino to fall is Pakistan (which isn't the most stable domino piece on the table as it is). If Pakistan falls or if some unbribable senior Pakistani officials make ideological decisions (of the kind that assisted Bin-Laden find refuge in Pakistan), the world has to deal with Nuclear Daesh. Put yourself in Obama's shoes - with whom would you prefer to negotiate - Iran (whose need in nuclear arms is not very different from Israel's, and has been very capable in keeping its cold war with Israel and other states in a desired temperature) or Daesh (whose willingness to take the world back to barbarism has been proven beyond every reasonable doubt)?

Iraq and Syria are only two arenas. Libya is another and Yemen is another. It may very well be that others are waiting ahead. The middle east is changing. The moderate Arab states have sent repeating messages to Israel that the times have changed. Senior Arab politicians all over the middle east have stated that there are worse enemies than Israel. Israel could have taken a leading role in helping moderates around the middle east unite. Just imagine how helpful it would be for problematic key states like Jordan to "sell" the moderate views if Israel moved forward with the Palestinians. Just imagine how helpful it would for Israel itself to finally stop standing as Iran's arch-rival, instead standing as one in a group of states, objecting Iran's dominance. But BB insists to stand aside, because of arguments that will sound very lame if Israel finds itself facing a new Arab caliphate in 20 years time.

Yemen has been in a civil war for most of the 20th century. either in an active war, or in its frozen stages. It was very hard to predict who is going to come on top. It still is. The temporary success of one group at the moment is not a proof of a lack of understanding of Obama's administration. It is a proof that you can't win wars without ground forces. And behold, what happens next - a series of allies of the U.S are working together to send ground forces there with the stated support of the U.S - both intelligence (the U.S has quite a good coverage of Yemen) and logistics.

יש אנשים בסוריה שיודעים שהמציאות במזרח התיכון השתנתה. ובישראל ?


האיש מצהיר על הצורך בשיתוף פעולה בין המורדים הסורים המתונים לבין ישראל: 
"אסד מקבל תמיכה אדירה מחיזבאללה, איראן וסוריה, ואילו לארגוני הטרור הקיצוניים בצד השני יש מקורות מימון ותמיכה נרחבים. העם הסורי לכוד באמצע. אנחנו לא יכולים לנצח בכוחות עצמנו גם את איראן וגם את אלקאעדה. אנחנו זקוקים לסיוע מסיבי, שבינתיים לא מגיע. אני מאמין שיש לנו שותפות אינטרסים עם ישראל. הרי איראן, חיזבאללה ואלקאעדה הם אויבים משותפים של ישראל ושל העם הסורי. אנחנו צריכים לשתף פעולה נגדם".

לאבוואני גם צוטט מראיונות קודמים בתקשורת העולמית: "היתרון העיקרי של אסד הוא חיל האוויר שלו, שמפציץ בלי הפוגה ערים וכפרים בכל רחבי סוריה. אם ישראל תאכוף אזור אסור לטיסה בדרום, אפשר יהיה להשתלט על הגבול הדרומי ולפתוח ציר חדש לאספקת נשק לכוחות האופוזיציה. זה יעזור לנו גם במוקדי לחימה רבים".
על פי האמור בכתבה, כאשר הותקף על ידי המראיינת על הצעתו הרדיקלית, השיב : "ממי את מתכוונת לבקשת עזרה? מי ימנע מהמטוסים של אסד להפציץ אותנו, אמריקה? אירופה? נאט"ו? ניסינו לפנות לכולם. ישראל היא האפשרות היחידה שלנו". 
הוא מסביר את הרציונל שלו בצורה חד-משמעית: "אנשים רבים בסוריה מבינים כיום שהמציאות במזרח התיכון השתנתה. כל המושגים שחונכנו עליהם השתנו. השותף הופך לאויב, ולהיפך. ה'אחים' מעיראק שבאים לרצוח אזרחים ברחובות, אלה השותפים שלנו? ומה לגבי ה'חברים' מאיראן שעוזרים למשטר לבצע את הטבח הגדול ביותר במאה ה-21? רבים בעם הסורי מוכנים לשקול פתרונות חדשים".

אם רק היה מנהיג בירושלים עם עוז לנסות ולשנות את המציאות ולא לחכות לניסים.... 

רבין, שרון, בגין, בן-גוריון - הם היו יודעים להרים את הכפפה הזו בשתי ידיים.

A Chemical Compromise

The news about the evolving compromise between the United States and Russia regarding an international intervention in the Syrian Citizens War, due to the recent chemical weapon usage, should naturally be judged skeptically.

The Ghouta attacks, a Chemical Weapons bombardment, occurred on Wednesday, 21st of August, 2013, in the Ghouta suburbs near the city of Damascus. It has most probably taken a toll of more than a thousand dead, among them many children. Since then, the international community has been torn between a clear will that something has to be done, and a clear hesitation, hopeful that someone else will be the one to do something about it.

Some of the hesitation probably was due to the bitter accusations between the Syrian government and the rebels, each blaming the other for the attacks.

But although it seemed at first that most of the international community considered the government as the one responsible, an interesting process began. The United Kingdom, whose government was clearly in support of attack, discovered that its parliament was not so supportive, which did not change the government's stance, but its ability to act.  The U.S response to these turn of events was rather surprising for many, as he too, chose to seek support from the U.S congress. Some explained it as a sign that the U.S does not wish to intervene alone. Others thought that it was his attempt to cope with the War Powers Resolution in accordance with his own past views of the matter. However one views these decisions, once cannot ignore the impression of the international community avoiding a run to save the citizens of Syria from their murderous government.

Considering the fact that there has been proof of a repeating usage of chemical warfare in the civilian war of Syria since December 2012, another puzzlement joins the rational viewer of these events: why now ?

Joining both wonders together: the "why now", and "why so hesitantly", one cannot avoid the obvious conclusion: the international community is terrified from any substantial result in Syria. Both results - a decisive victory for the current regime or a decisive victory for the rebels - are considered as too dangerous "for the world". And thus, a slowly developing compromise, which shall be enforced by the international comminity, is being developed, and shall be advanced, under the veil of the chemical weapons compromise. One could say that this is a great victory for China and Russia, both promoting the necessary compromise approach to the Syrian conflict since day 1 of its emergence. Both fearing the image of a post-Assad Syria and its impact on the world. Both fearing a world in which a state is held accountable by the international community when human rights are annulled by a government. Everyone fearing an endless involvement Vietnam/Afghanistan style. Fer is the key.

 Viewing events in countries changed by the spring of nations of the middles east, like Egypt or Libya, one cannot deny the fears raised as senseless, but one can insist that fears must not be the key to the construction of the moral stand of the international community. This approach has been tried in the past, and has lead the world to the 1938 peace treaty with Hitler. We all know what followed That approach, and how much misery it has brought to the world.

Egypt: on the bumpy road to democracy

The staggering flow of events in Egypt is captivating. Mass protests have reached a peak in which the army has removed president Morsi. It still remains to be seen if this ouster shall be accepted by the deposed president but the reports of arrests of  Muslim Brother activists indicate the very real possibility of a developing civilian conflict that may develop into a real civil war. 

It still remains to be seen how united is the army, and how capable it is in keeping the peace and unity of the Egyptian nation.

However one views these events, one question from the beginning of the Arab Spring has still not been answered:  is what is currently happening in Egypt  more reminiscent of the years of turmoil after the French Revolution, or that after the European Spring of Nations of 1848 ? 

This answer can only be answered by the Egyptians themselves. 

But those claiming that recent events are proof of no real chance to democracy in the middle east could not have been more wrong. The Path to democracy has been bumpy for every nation choosing to tread this path. A swift look at history brings to mind, for example, possible parallel events from England  - that oldest of democracies - and its turbulent history. The process of popular protest that brings a change in leadership is in the heart of democracy. But it takes time until all players accept the basic rules. It is unrealistic to expect the same stability and peaceful processes seen in the more veteran democracies, in a young and developing nation. Especially if that nation has no institutions, legacies or customs that have prepared it in any way for the democratic process. 

It is possible that the current outcome will be the rise of a new authoritatiran rule in Egypt. But one cannot deny that this risk exists in any democracy, including the great democracies of the developed world. This is why checks and balances are so critical in a democratic regime. Considering the dominance of cultural hegemonies in those regimes, one would advise those critical of the processes Egypt undergoes to take a closer look at the true nature of the democratic process of their home nation, before criticising the living and kicking democratic nation of Egypt, suffering the pains of labor  in front of the worlds eyes.

one year and 10 months, going strong

On the 15th of March, 2011, wide scale demonstrations started all over Syria. Now, 1 year and 10 months later, The civil war of Syria keeps waging, with a painfully slow progress. News of rebels forces capturing an airport in the northern parts can be interpreted as another decisive move, but the Syrian regime has withstood past successes of the rebels and as senior defectors tell, the current regime is operating at an extremely high level of violence and self-surveillance, which will probably enable it to survive further.

Until when ?

No one can really tell.

The U.N estimates are about 60,000 casualties in the civil war, nearly half civilans (the other described as military or armed rebels).  In addition "more than 612,000 people have been registered as Syrian refugees or are 'being assisted as such'.... 194,769 in Lebanon, 176,569 in Jordan, 153,163 in Turkey, 69,282 in Iraq, 13,292 in Egypt and 5,059 elsewhere in North Africa."

Unlike Lakhdar Brahimi , The U.N. and Arab League special envoy to Syria, who is persuaded that there is no military solution to this conflict, I think otherwise. Slowly, painfully slowly, the current regime is losing. It may take years. It may end in a surprising internaly crumble, unforeseen by outsiders, old USSR style. It may end by a unilateral act of secession of the Alawite minority and the formation of a new state, where the current regime shall concentrate its forces and relinquish its control or claims for other parts of Syria. Or it might be that another assasination shall do the trick. It is everyone's guess.

Had the international community took a stand and stopped the Syrian regime from targeting civilians, setting no-fly zones and giving humanitarian aid, this conflict would have been much shorter, similarly to the one in Libya.

But the international community -

  •  still unclear about the forming reality in Libya and Egypt
  • suffering from the limitations of the global economy 
  • and torn because of the stance of nations like Russia and China, both having their own arguments against wide-scale involvement in the Syrian civil war
is involved in semi or fully clandestine operations, assiting in some aspects, but leaving the conflict to boil on its own, letting them play, and letting the people of Syria suffer.   


This stance, as practical and machiavellian as it may be, is immoral. Shamefully so.


But maybe a small ray of light can be found in the words of the U.N. and Arab League special envoy to Syria, Brahimi: "I think what people are saying is, a family ruling for 40 years is a little bit too long" in an interview to CNN. When one hears these words in regards to Syria they sound almost self-evident. Was Brahimi aware of the fact that those same words apply for many other Arab nations ?

The Arab Spring is still here. And if we judge by the way it impacts the consciousness of some persons who should have known better, it is here to stay.

ובינתיים, בשאר העולם - דברים שקורים בעולם בזמן עמוד הענן

לאף אחד מאיתנו אין את האפשרות לעיין בפרוטרוט בכל החדשות המתפרסמות מדי יום. יתרה מכך, לרובנו גם אין את הזמן והפנאי הנפשי הנדרשים להתעמקות בפריטי החדשות המתפרסמים בתקשורת. לכן כדאי לנצל את השקט הדרומי הנוכחי, רעוע ככל שיהיה,  כדי להתייחס לכמה דברים מעניינים ואולי אף חשובים שקרו להם השבוע ברחבי-העולם.

אבל לפני שאתחיל, חשוב להעיר שלדעתי הקושי הזה להתעמק בחדשות מדי יום, הוא אחת הסיבות המרכזיות לכך שממשלת ישראל יזמה את מבצע עמוד ענן דווקא עכשיו. כך תודעת בוחרי-ישראל תישאר מוטה לסוגיות שבביטחון, ולא תתעמק בסוגיות שבענייני חברה טרם לכתה אל הקלפי. בינתיים, על פי הסקרים, לפחות לשר-הביטחון זה הצליח.

עצוב, אבל נקווה שאולי השינוי התודעתי החברתי יהיה חזק מענייני היום החולפים.

ולכמה אירועים שקרו להם אי-שם בזמן שעסקנו כאן בעמוד ענן:

בינתיים, בסוריה
בניגוד לחששות של רבים, העולם דווקא לא נתן למבצע 'עמוד ענן' להפריע, וקידם  את מחוייבותו למורדים בסוריה. הדינמיקה המתפתחת היא מרתקת, ככל שבריטניה וצרפת שבות ונוטלות תפקיד מוביל של מחוייבות גוברת והולכות למורדים, ומציגות על המפה הגלובלית תרחיש אפשרי למאזן-הכוחות בעידן שאחרי מעצמת-העל היחידה, כשאף מדינה איננה דומיננטית.  ואם השתכנעתם כבר מדוברי-הממשלה שכל אביב העמים הוא מתכונת לעליית האיסלאם הקיצוני, אולי תופתעו לקרוא ראיון שפורסם בNRG עם מפקד כוחות המורדים באיזור הגבול של סוריה עם ישראל. האומנם ייתכן שאביב הוא זה ולא חורף איסלאמיסטי ? כמה מילים מהראיון: "המפקד מבקש שוב להודות לישראל על התגובה לעבר משגרי הארטילריה הסוריים ומסביר כי היא שמרה על חייהם של לוחמיו. 'כדי להסב נזק כזה לכוחותיו של אסד היינו צרכים לבצע פעולה שבסופה היינו משלמים מחיר כבד. ישראל לא מסכנת אותנו ולא את עצמה. היא גרמה נזק כבד לחוליה של ארטילריה, ולכן זה עוזר מאוד'. " 
וכמובן אם כבר מדברים על סוריה, אי-אפשר היה שלא להרים גבה לאור הזהרתה של איראן את מדינות העולם שלא לחמש את המורדים בסוריה, כי זה יגביר את הסיכון לטרור בעולם, ולהרים גבה נוספת לאור הנכונות המפתיעה של ה-Guardian, בהחלט לא עיתון שנוהג להציג את ישראל באופן חיובי, לפרסם את המילים הבאות:
"Syrian state media focused intensely on Israel's onslaught against the Palestinians in Gaza. But Assad's Arab critics have been doing some bleak calculations: in the eight days of Operation Pillar of Defence 160 Palestinians were killed by Israel. In the same period, Syrian forces killed 817 civilians and injured thousands. Last Monday alone, says the opposition, 150 Syrians died."
(דברים דומים פורסמו ב-YNET"ברשת 'אל-ערבייה', הממומנת על ידי סעודיה, מתנגדת חריפה לדמשק, הגדילו לעשות והשוו בין מבצע 'עמוד ענן' לבין המתרחש בסוריה. 'הפתעה כואבת הופיעה בפניהם של הסורים עם ההכרזה על הרגיעה אתמול בין ישראל לחמאס – צה"ל יותר רחום ביחס לאויביו הפלסטינים מאשר צבאו של אסד, שנושא את התואר 'מגן המולדת' ביחס לאזרחים או למורדים'. הרשת גם סיפקה השוואה מספרית: בשמונה ימים ביצעה ישראל יותר מ-1,500 תקיפות אוויריות, שבהן היא הרגה 160 פלסטינים. באותו זמן הרג המשטר הסורי 817 סורים.").
כך שאולי לא רק ש'עמוד ענן' לא פגע בתשומת-הלב העולמית למה שקורה בסוריה, אלא אפילו העניק השוואה מעוררת-מחשבה לחלק מהצופים. 
עוד חדשה מעניינת מסוריה היא שהכורדים בצפון סוריה החליטו על איחוד תחת מועצה כורדית עליונה. נראה שאכן כורדיסטאן הולכת וקורמת עור וגידים מול עינינו.יש מיעוטים כורדיים גדולים בטורקיה, בסוריה, בעיראק ובאיראן, והכורדים, הקבוצה האתנית הגדולה בעולם שאין לה מדינה משלה, עשויים לשנות את הדינמיקה המזרח-תיכונית מהקצה אל הקצה. 

בינתיים ברפובליקה הדמוקרטית של הקונגו

קצת יותר רחוק מאיתנו, באפריקה, ברפובליקה הדמוקרטית של קונגו, המדינה שהיתה המוקד ל'מלחמת העולם של אפריקה', שבה והתלקחה מלחמת האזרחים. אם עד עכשיו אפשר היה לחשוב שמדובר בשרשרת אירועים קטנים יחסית המאפיינים את ריבוי המיליציות במדינה האומללה הזו, השתלטותם של המורדים על העיר גומה (במזרח קונגו על גבול רואנדה) מעבירה איתות ברור שהעסק רציני. אז נכון שהסכסוך הלכאורה-פנימי הזה ברפובליקה הדמוקרטית של קונגו נראה אינסופי, וההתלקחות הזו נראית דומה לקודמותיה, אבל קצב ההתקדמות של המורדים נראה הפעם מהיר מתמיד. גם אם זה שוב ייגמר בהסכם להפסקת-אש, לנו המתבוננים מרחוק, מעבר לאמפתיה העולה בראותנו את הבלאגן העגום של האחר, יש כאן לקח חשוב: כוחות שמירת השלום של האו"ם נכשלו שם בגדול. שוב הוכח שהסכמי הפסקות אש וכוחות-או"ם אינם מסוגלים לשמור על השקט לאורך טווח. רק רצונם של הצדדים מכריע.

בינתיים בסין
עוד יותר רחוק מאיתנו - ואולי  הרבה יותר חשוב - סין הודיעה על החלפת הנהגתה. זה נוגע מאוד באפריקה - שהופכת לאחד ממקורות המשאבים החשובים ביותר עבור סין. זה נוגע מאוד במזרח-התיכון, שכן המעצמה העולה הולכת ונהיית מעורבת יותר ויותר באיזור. סביר להניח שאם היא אכן תשדרג לכדי מעצמת-על, המעורבות תגדל מהשפעה ממתנת על מעורבות הקהילה הבינלאומית במלחמת האזרחים בסוריה, לכדי מעורבות גבוהה יותר, בוודאי באיזורים העשירים יותר במשאבים. הפלסטינים, למשל, בונים עליהם. כך או אחרת, גם אם העולם חוזר לדינמיקה רב-מעצמתית כמו במאה ה-19, או לדינמיקה שתזכיר יותר את מעצמות-העל של המאה ה-20, ברור לכולנו שבמאה ה-21 סין תהיה שחקנית חשובה מאוד במרחב הגלובלי. שי ג'ינפינג הוא האיש הצפוי להנהיג את סין בשנים הקרובות. נקווה עבור הסינים ועבור העולם כולו שתקופתו תיזכר לטוב על ידי האזרחים הקטנים, בכל מקום אליו תגיע השפעת שלטונו.

בינתיים בארה"ב
מזו שעולה לזו שיורדת. שבוע מסחר מוצלח בסך-הכל עבר על הבורסות בארה"ב, לקראת יום שישי השחור, הפותח את עונת הקניות הקשורות בחגים בארה"ב. מה זה אומר בעצם ? לא הרבה לכשעצמו. אבל המידע המצטבר והמלמד על התאוששות שוק הנדל"ן בארה"ב, התחום שמקובל לתארו כקטר של המשק, בהחלט מצטבר לשורת איתותים אופטימיים.  זה בוודאי משמח את כל אזרחי ארה"ב לקראת האתגר הפוליטי המחכה לנשיא אובמה בשבועות הקרובים - התמודדות עם פקיעתה של חבילת חוקים שתביא להעלאות במיסים ולקיצוצים בתקציב החל מה-1 לינואר 2013, לגביה יש קונצנזוס כי היא עלולה להכניס את ארה"ב למיתון מחודש. האותות הרבים מימין ומשמאל מלמדים על עיסקה שמתרקמת לה. כבר עתה ניתן לחזות שיימצא פתרון לUnited states fiscal cliff, במסגרתו יישמרו חלק מהקלות המס וחלק מהקיצוצים הצפויים יבוטלו.  עכשיו רק נשארת השאלה כמה זמן יימשך נשף המסכות, ועד כמה יימתחו עצביהם של האזרחים, לפני שהפתרון יבשיל.

ועניין אחרון, ובהחלט לא חביב.
באיראן ממשיכים לרדוף אחרי בלוגרים. התקשורת מדווחת על עוד בלוגר איראני ששילם על חופש-הדיבור שלו בחייו. סאתאר בהשתי (Sattar Beheshti), שבסך-הכל רק כתב על מה שהוא ראה, כבר לא יכתוב עוד. המאמץ של השלטון האיראני לכסת"ח על הסיבה האמיתית למותו רק מראה עד כמה אנשים כמו הבלוגר האמיץ הזה מפחידים את הרודנים, בכל מקום בעולם. יהיה זכרו ברוך.

עכשיו האש כבר הגיעה למעגל הפנימי

חרף הערכתו של ראש אמ"ן כי למשטר הנוכחי בסוריה נותרו חודשיים עד שנתיים (פלוס מינוס) נראה שלמורדים בסוריה אצה הדרך. היום הושגה על-ידם הצלחה גדולה כשהם הצליחו להתנקש בחייהם של שר ההגנה, סגנו, סגן הנשיא לענייני ביטחון וככל הנראה גם בשר הפנים.

לפני שאעסוק בסוריה, הערה קטנה לגבי ישראל: כרגיל בנסיבות שכאלה, כאשר אתה שומע מומחים מתנבאים, אתה יכול לדעת דבר אחד - הפרמטרים שהוגדרו על-ידם עתידים להתגלות כלא-רלוונטיים. העצוב הוא שככל שהולך ועובר הזמן, המומחים, במקום להבין ולנסות להתנבא, הופכים את נבואותיהם לעמומות יותר ויותר. התוצאה כפולה. מקבלי-ההחלטות מקבלים לידיהם הערכות שהן כמעט חסרות-משמעות, למרות משאבים ניכרים שהושקעו בהפקתן. והאמון שניתן במעריכים הולך ויורד. הרבה יותר פשוט, וגם הרבה יותר נכון - מערכתית וציבורית - הוא שהמומחים יגידו את האמת. אין שום אפשרות לחזות את התהליכים שמתרחשים כעת בתוך סוריה. לא בשאלה עד כמה תצליח האליטה העלאווית להמשיך ולהחזיק את השלטון בכל סוריה (עד כמה שהיא שולטת בסוריה גם היום); לא בשאלה עד כמה תמשיך האליטה הזו להציג בראשה נציג סמלי ממשפחת אל-אסאד; לא בשאלה מה באמת יקרה ביום שאחרי נפילת המשטר הנוכחי. כמות המשתנים המעורבים בהפקת הערכה שכזו היא פשוט מעבר ליכולת החיזוי של בני-אנוש. כתוצאה, מקבלי-ההחלטות בישראל גם לא יכולים לדעת האם תוצאתם של אירועי-הדמים הנמשכים בסוריה תהיה מדינה דמוקרטית מצדה הצפוני של מדינתנו, רודנות סונית, רפובליקה איסלאמית בסגנון איראן, אנארכיה רבתי, שורה של מדינות קטנות בהתאם להשתייכות העדתית, או משהו אחר לגמרי מכל החלופות שהוזכרו עד כה. מה שצריך להיות ברור לגמרי למקבלי ההחלטות שלנו הוא שמכל התרחישים האלה, האינטרס הישראלי הוא שבסוריה תקום מדינה דמוקרטית (או מדינות דמוקרטיות), והמחשבה המוסרית הפאן-אנושית גם היא מחייבת את התוצאה הזו. לכן, אם ישראל צריכה לקבל החלטות שישפיעו על המרק הסורי הנוכחי, הן צריכות להתקבל מתוך שאיפה שהן יביאו לתוצאה הסופית הרצויה והנכונה הזו. כמובן שההיערכות ליום שאחרי צריכה להתייחס גם למקרה הגרוע ביותר, אבל היא צריכה להעשות בתבונה ובקור-רוח. ישראל ידעה לעמוד מול מציאות מצמררת בה היא היתה מוקפת מכל גבולותיה היבשתיים על ידי מדינות שהתחמשו עד לשיניהן בכלי-נשק שכל תכליתם המוצהרת היתה לסייע בהעלמתה של מדינתנו מהמפה. דווקא אז הביצועים הצבאיים שלנו היו יותר טובים מכל מה שבא אחר-כך. לו אני הייתי מייעץ לראש אמ"ן, הייתי מציע לו, בחום רב, להימנע מהפחדות והערכות ולהסתפק  בתיאור בפני מי שצריך לדעת את מה שקורה בפועל בסוריה, תוך מתן הסבר שכל הערכה המתייחסת ליום המחר היא ניחוש. 

באשר לעתידה של סוריה, מאחר ולפרשנים ולבלוגרים דווקא כן מותר לנחש (שכן עם מילותינו לא שולחים אנשים לקרב או קושרים משאבים חשובים למהלכים מסויימים כאלה או אחרים) קשה שלא להעריך שהתהליך במסגרתו שומרי-הראש במעגל הפנימי ביותר בוחרים לעבור צד, הוא שירת-הברבור של המשטר הנוכחי. כאשר ההסלמה מגיעה לשלב שבו הבכירים אינם יכולים עוד לסמוך על הכפופים להם, תהליך הדיסאינטגרציה מואץ.

הקרבות המתנהלים כעת בדמשק, לניחושי, הם רגע האמת של צבא סוריה. עם זאת, חשוב להבין שגם נפילתה של דמשק לידי המורדים כנראה לא תהווה את סופה של המרידה שהפכה למלחמת-אזרחים סורית. סביר מאוד להניח שהעלאווים יתבצרו באיזור שבין הרי א(ל)נוציריה (An-Nusayriyah) לרצועת החוף שבין הערים טרטוס ולטקיה, ובהתחשב בזמן-הרב שהיה ברשותם להיערך לקראת בואו של הזמן הזה, בו הם מאבדים את שליטתם בסוריה, אני מאמין שאנחנו עתידים לראות בשובה של המדינה העלאווית.

first free national elections for 60 years in Libya

More than a 100 parties competed on the Libyan citizen's vote yesterday, in a surprisngly peaceful elections. As concensus is slowly discovered to be a target hard to reach, the elected Parliament shall not create the future constitution of the state, but a different panel, to be elected in the coming future.

This slow process of reinvention of the state by its citizens is a great proof of the great possibilites that lie in the democratic framework. Unlike others, I remain firm in my belief in the democratization process that is taking place in the middle east.

I am not naive to think that it will surely bring a peaceful reality to the region in the near future. Europe's democratization process brought the world through two international bloody conflicts in the forms of World War I and World War II, before a form of peace came upon its western part. It took another half of a century before the Cold War, a state of affairs which threatened the entire world came to an end. 

But despite knowing all that, we all know that societies which keep a living democratic process do not enter states of war lightheadedly. The process of consensus creation prevents that. 

And therefore, I believe that the more people in the middle east experience deciding through voting, the less violent the area will become. It may take a long time or a short time - we have no way to appreciate the true meaning of the information age on the societies taking part in this process. I personally believe it will be a shorter time frame than most experts suggest.

Egypt has a new president

Egypt has a new president !

Mohamed Morsi, the nominee of the Islamic Brotherhood, was declared president this Sunday.
It has been reported that he had won 52% of the votes. The recent weeks in Egypt were a turmoil, and the fact that the elections for the parliament have been disqualified, means that it will take some more time before one can really see the new face of the Egyptian democracy. It is still unclear whether the controlling army will let Morsi rule, or will limit each of his steps. 


Only time will tell if this shall be a true step towards democracy, or another in the weird dance of the Egyptian military Oligarchy, attempting to keep the reigns of government in their hands without the people realizing this reality. 

Personally, one can only wish Morsi that he will be able to lead his people to a better future, of prosperty, justice and peace.

another Syrian slaughter. And the UN ?

The reports of the barbarous and intended slaughter of civilians in the Syrian settlement Houla, an act performed by government forces apparantly aiming especially at children is receiving international attention. Once can only hope against all experience that this will be the point when the Syrian regime loses all legitimacy and the international community takes real action to bring it down. But considering the length of time in which Syrians are fighting for their libery against a tyrannical regime, one cannot help being pessimistic.

It is really hard to understand the international community. If fear for the spill-over of the conflict to neighbouring countries was a deterrent, then this is already happening. Lebanon has become involved. It is only a question of time now before the Lebanese internal balances collapse. Will that be the mark for an international intervention in Syria ?

Or will the fears for Iraq, and the delicate negotiations with Iran, and the stance of Russia and China, all prevent International intervention and allow the Syrian regime to continue assaulting civilians and murder the innocents in a clear attempt to scare all people living in Syria in horrified obedience.

The current UN position in the matter  assists only one side - the murderous regime. Under a veil of international mediation, the armed forces of the regime crack down on areas where public dessent has been expressed. And after such acts, the UN still calls to hold weapons shipments to the area. As if the powerful army of the regime will suffer to the same level from a weapons embargo, as the rebels surely will.

There are moments when one cannot help oneself. I am truly revolted by the stance of the international community, and by the choice of UN officials to carry on the show of international supervision in Syria. Any person with a sense of morality should realize that the state of affairs in Syria means that the UN is actually assisting, in its presence, to the murders of the regime. That the UN is granting this regime legitimacy which it no longer deserves. It is high time for the UN to cease the supervision and call for military intervention. As time goes by, the blood of the murdered children is not only on the hands of Bashar Al-Assad, Syria's president. It is also on the hands of the accomplices. And the UN ongoing role is slowly making it impossible to ignore - the UN is also an accomplice.

Egypt votes for presidency

After having elected a parliament, Egypt is choosing a new president today. Egypt is the second arab country to be taken this far by the waves of the Arab Spring, after Tunisia. As Monsef Marzouki, Tunisia's president confessed to having nightmares because of his responsibility, one can only imagine how hard it will be to try and govern the the most populated country in the middle east.

It is still unclear whether any of the nominees will be able to secure the required support - 50% of the votes - to win the first round, or that a second round between those leading the first round shall be held in a few weeks time.

Whoever wins this great democratic competition is going to face a rough challenge and bear a great responsibility. Not only shall he face the complicated and delicate process of receiving the power from the army, but he shall lead the process of passing Egypt from a provisional constitution to its future form of democratic system. This role of a founding leader of a nation is an opportunity that is given very rarely to very few persons. 

Let us all wish the Egyptian people - may the best person for the job wins.

making a difference or lying about it ?

The surprisingly optimistic news regarding the arrival of the top U.N truce monitor to syria makes one thing clear. Some parts of the international community still prefer to look the other way, and any excuse enabling it will suffice.

Considering past humanitarian catastrophies which should constantly burden upon the conscience of the international community (The genocide in Rowanda and the Jewish holocaust, , if to mention two horrendously large scale examples), one would have expected the world to behave differently when facing clear humanitarian crimes.

There are times when morality shed a clear light upon decisions. Although it is clear that long term involvment may be required in Syria, it is also clear that not involving is not far from assisting the stronger side.

The truce monitors might have boldened enough some protestors to get back to the streets, but at the same time, it has given a veil the Syrian army uses well to massacre the uprising civilians.

It is high time to stop the lies, conclude the discussions and make a real difference for the freedom-loving people of Syria.

עם קישור לסרט באתר LiveLeak שתוכנו מבחיל בהחלט. קבוצת איסלאמיסטיים קיצוניים משחיתה מציבות של חיילים נוצרים ויהודיים שנפלו במלחמת-העולם השניה.  משחיתים - וגאים בעצמם.





חיפוש באינטרנט מביא מידע נוסף על המתואר בסרט. מדובר בפעולות שביצעו איסלאמיסטיים קיצוניים שהם ככל הנראה חברים בפלג מורדים קיצוני, אבל המעשים לא נעשו באוסטרליה, אלא בלוב. מעשי-החילול האלה פגעו בכמעט 200 מציבות, ונעשו בבית-קברות בפאתי בנגאזי, בו קבורים חללי מלחמת העולם השניה שחלקם ככל הנראה שירתו בצבא אוסטרליה.

עם זאת, יש עוד כמה עובדות שלא מובאות במכתב השרשרת. על פי הדיווחים באינטרנט -

  • הממשל הזמני של לוב התנצל רשמית על המעשים. בהודעה הובע זעזוע מהמעשים וקביעה נחרצת כי הם אינם הולמים את מצוות האיסלאם בכל הנוגע לכיבוד המת;
  • כמה מהמשתתפים במעשה נעצרו והממשלה הזמנית הודיעה שהיא תפעל להבאת כל המעורבים למשפט; 
עדיין לא ברור כיצד ומתי יבוצע שיקום אבל מהדיווחים נראה שהממשלות של החללים יחד עם הממשל הזמני בלוב יקצו משאבים לעניין. עוד יש לציין, זה שבניגוד לאמור באתר LiveLeak, אפשר למצוא את הסרט גם ביוטיוב

הצופה בסרט מזועזע מהגישה הלא-אנושית של האנשים ומתחלחל מהמחשבה שיש בידיהם נשק. אין חולק על כך שחילול קברים הוא סוג נבזי במיוחד של טירור, אבל כאשר עוסקים בטירור חשוב לנתח את הפעולה, השלכותיה והתגובות לה בקור רוח. זה חשוב במיוחד כאשר מקדמים מידע על פעולת טירור, כי תהודה אוטומטית ללא ביקורת וקונטקסט משרתת את הטירוריסטים הרבה יותר מאשר את הציבור שנחשף למידע. לכן, אם אתם מתכוונים להפיץ את הסרט הזה - כדאי מאוד שתעשו זאת יחד עם מידע מדוייק הכולל גם את עמדת הממשל הזמני בלוב.

Ten candidates forbidden to run to Egyptian presidency

If anyone wondered how Egypt's current regime plans on maintaining its hold of the country's, despite the Islamists decision to try and win the presidential elections, a clear answer has been given by the disqualification of 10 nominees from running to the presidency.
The Islamists who have tried to use their power in the legislative branch to stop Mubarac-related persons from taking place in the elections are now discovering that the old elite is not less willing to do what it takes in setting the rules of the game in a manner that will ensure victory.

According to Reuters, 10 of the 23 candidates had been disqualified from the race. The 3 most notable figures are -
  • Hazem Salah Abu Ismail, a Salafi, was disqualified because his mother held U.S. citizenship (He denies this fact).
  •  Khairat al-Shater (of the The Muslim Brotherhood) was disqualified because of a criminal record (He claims the record is a result of the authorities persection because of his political activity).
  • Omar Suleiman, formerly The chief of intelligence, was disqualified for not following the requirements regarding the geographic spread of persons supporting his nomination for presidency.
As it was expected that the elections would go to a second round in June, it now appears that the electoral map is redrawn. The remaining leading figures are -
  • Abdel Moneim Abul-Fotouh who is percieved as the most liberal of the leading Islamist candidates;
  •  Amr Moussa, the former foreign minister and  Secretary General of the Arab League, who is perceived as the consensus candidate of the secular Egyptians;
As one truly finds it hard that a person of Suleiman's experience will make a stupid beaurocratic error as the one presented as the cause for his disqualification, one cannot help but feel that this has been an orchestrated action, planned in advance, aimed at convincing the majority of Egyptians in the fairness of the decision that take out of the race the most prominent Islamist figures (which are not moderate enough in the eyes of the current regime).

As it can be expected that followers of the disqualified persons will not accept the decision peacefully, it is safe to assume that the council of generals ruling Egypt are willing to take large risks now, to prevent larger risks in the coming future.

What remains to be seen is how will the Islamists respond. Are they going to unite behind the moderate Islamist nominee, with the hope of using the years to come and the democratic mechanisms for a long term change (in a way similar to the one which has been taking place in Turkey) ?  Or will they consider the new situation a proof for the Elite's unwillingness to change the rules of the game, and will seek any form of protest to try and change the decision ? As far as one can believe the polls, Amr Moussa who was the leading nominee in polls taken before this decision, is the person most benefited by the decision. Moussa, a part of the Egyptian Elite, is probably the Army's most desired nominee.  

However one looks at the evolving situation in Egypt, one thing is clear - these are intersting times in Egypt.

Saudi Arabia is equipping the Syrian rebels

Lebanese news source Yalibnan reports that Saudi Arabia is equipping the Syrian rebels with arms and ammunition, passed through Jordan.  This reports stand in line with past statements by Saudi officials, and appears to match information from other sources.

There is only one question one can ask in such circumstances: why is it only Saudi Arabia and not others ?

זמן המערכה הצבאית

בעוד צבא סוריה כובש לו לאטו מחוז אחר מחוז של מחאה ברחבי סוריה, תוך פגיעה מכוונת באזרחים, ובעוד דרג העריקים הולך ועולה לו מקצינים לפוליטיקאים, העולם עודנו מתלבט באשר לדרך בה יש לפעול.

אפשר לקוות שטורקיה תפעל,  שמדינות המפרץ (שבעצמן אינן מופת של חופש אזרחי או פוליטי) יפעלו, שישראל אכן תושיט סיוע הומניטרי כמובטח, אבל קשה שלא להתרשם שהעולם המפותח מקווה שהמשבר הזה ייפתר מעצמו.

האופוזיציה הסורית כבר הבינה שאין לה ברירה אלא לבחור במסלול המערכה הצבאית אל מול השלטון. מתי יבין העולם שאין דרך מוסרית אחרת אלא לסייע בידיהם של האנשים הלוחמים למען חירותם ?

Are they really talking now ?

Anyone following my blog knows that I've advocated international involvement in Syria for quite some time now. I've even been a little over optimistic regarding the Arab League's views, as the league began setting sanctions.

Now, at last, it appears that the Arab League has finally crossed the Rubicon and has seriously called for:
  • the establishment of a joint peacekeeping mission with the United Nations;
  • the provision of political and financial support to the Syrian opposition
  • the breaking off of ties with Damascus.
Although the Stance of the holders-of-the-UN-Veto-power, China and Russia, is still sitting-on-the-fence-like,
there are first indications that Russia is reconsidering its position (most probably due to the realization that protecting the ongoing relations with the current regime is proving too costly in regards to the public opinion of the greater Sunni world). As the Turkish position is becoming more and more aggressive and as the world hears more about the everyday perils Syrian citizens are exposed to, I tend to be more optimistic (unlike other commentators) and think that it might just be that the wheels have actually started to turn.

May it be so, and may the freedom fighting citizens of Syria receive, at last, the support they deserve from humanity, all around this globe.

לאכול את העוגה ולהשאיר אותה שלמה: הגירסה הסורית

התקשורת מדווחת על הקונצנזוס ההולך ומתגבש במועצת הביטחון של האו"ם: לקרוא להחלפתו של בשאר אל-אסאד בסגנו. במסגרת הקריאה תשולב, ככל הנראה, הקפדה על מהלך בדרכי-נועם וללא אלימות.

קשה להחליט מה מצחיק יותר ומה עצוב יותר:

  • הסברה שמישהו בכלל מקשיב למועצת הביטחון כשהיא קוראת למהלכים, ולא מפעילה את כוחה המשולב של הקהילה הבינלאומית; 
  • העמדת-הפנים שמועצת הביטחון בהרכבה הנוכחי מסוגלת לגבש החלטה שלא תטורפד מיידית על ידי סין או רוסיה, שתי מדינות שיודעות שכל צעד שיופעל כלפי רוסיה היום, יכול להישקל כלפיהן בעוד שנתיים-שלוש; 
  • עצם האבחנה בין בשאר אל-אסאד לבין סגנו, כאילו מהלכי הדיכוי שמפעיל השלטון בסוריה אינם עניין של השלטון הנוכחי, אלא בחירה אישית של משפחת אל-אסאד. 
עם זאת, מאחר ובמצרים יש רגעים בהם נראה שהצבא אכן מנסה להאחז בכוח בשלטון ומקווה שהקרבתו של חוסני מובאראק תספק את ההמון, כשחברי מועצת השלטון הזמנית אינם מבינים שהדינמיקה של המהפכה גדולה יותר ממהלכים קטנים שישמרו את כוח השלטון הישן, אפשר להבין מדוע מישהו בעולם מקווה שגם בסוריה יילכו שולל אחרי התקווה הזו. 

אנחנו בישראל, עם כל החששות בנוגע לשלטון שיעלה ביום שאחרי, צריכים לבחור צד. נראה כי ממשל נתניהו ממשיך להמר על הסוסים של הדור הקודם, כפי שעשה כשכסאו של מובארק היטלטל. הרמיזות על משא-ומתן אפשרי עם ערב-הסעודית היום הם בחירה מוסרית שגויה ומהלך פוליטי לא-מחושב, במקרה הטוב ביותר. ליציבות המשטרים "המתונים" במפרץ הפרסי ולפופולריות שלהם בעיני עמם, לא תועיל ידידות עם ישראל בטווח הקרוב. בוודאי לא ישראל שאיננה מתקדמת במסלול המשא-ומתן עם הפלסטינים וממשיכה להיתפש על ידי העולם הערבי כמדכאת. 
אבל גם אם המשטרים האלה יבחרו, משום-מה, ללכת בדרך הזו, עד מתי יצליחו לשרוד בעת המודרנית משטרים המבוססים על דיכוי חופש-הביטוי של אזרחיהם ? וגם אם יצליחו לשרוד, האם יקפידו לשמור על יחסיהם עם ישראל בזמנים אחרים ? האם עדיף לישראל לפתח יחסים עם משטרים לא-דמוקרטיים, או לעודד את הדמוקרטיזציה של האיזור, מתוך ראיה שבאיזורים בהם הדמוקרטיה התפשטה בעולם, המתיחויות הבטחוניות ירדו מאוד ? 

מאחר ובעת הזו השאלה המוסרית היא לא תמיד ברורה, כדאי להזכיר - ישראל, עם כל הבעייתיות של יחסה לבני-האדם שאינם אזרחי-ישראל בין הנהר לים (בעייתיות שיש לקוות כי היא תיפתר בהקדם) היא עדיין מדינה דמוקרטית. בראש מעייניה של מדינה דמוקרטית אמורה לעמוד שאלה פשוטה אחת: זכותם של בני אדם לרדוף אחרי האושר כרצונם. מדינות דמוקרטיות אמורות לעודד את התפתחות הדמוקרטיה מסביבם בשל מניע אחד פשוט: מה שמגיע לנו מגיע גם לאחרים. כולנו רוצים להינות מזכויותינו כבני-אדם. זה נכון לאזרחי-ישראל, וזה נכון גם לאזרחים שמסביב. 

כתבתי את זה פעם, אז בנוגע לאכיפת איזור איסור-טיסה מעל לוב, ואני חוזר על האמירה הזו שוב בנוגע לסוריה: ישראל צריכה לבחור צד בעימותים האלה, והצד היחיד שמוסרי לבחור, הוא הצד של האנשים הנלחמים על זכותם לחירות. 

released Egyptian blogger tells of his ordeals

The Egyptian government has released Maikel Sanad Nabil, an Egyptian blogger who wrote some critical posts against the ruling Supreme Council of the Armed Forces. Nabil spent 300 days behind bars, as he refused to apologize, and the CNN story teaches that his spirit has not been broken. It is a valuable reading for anyone wishing to know more about the way the current regime in Egypt operates.
